The Verkhovna Rada Adopts the Law “On Academic Integrity”
On December 18, 2025, the Verkhovna Rada of Ukraine took a historic step for Ukrainian education and science by adopting Draft Law No. 10392 “On Academic Integrity” in its entirety.
For the first time, this document establishes a unified and comprehensive legislative framework for academic integrity within the education and science system.
What changes?
The law does not merely declare the importance of honesty but introduces concrete mechanisms:
- The law provides detailed definitions of plagiarism, self-plagiarism, fabrication, falsification, and undue influence.
- For the first time, a strict ban is introduced on writing academic works to order (contract cheating), as well as on the sale and advertisement of such services.
- For students, sanctions can range from redoing assignments to expulsion.
- For faculty and researchers, sanctions can range from a warning to dismissal and the revocation of academic degrees or titles.
- For educational institutions, systemic disregard for violations can lead to the loss of a license or the accreditation of an educational program.
- A special database will be created to record information about individuals held accountable for violations of academic integrity.
Core Values
The law is based on European standards and defines seven fundamental values of academic integrity: honesty, trust, respect, fairness, responsibility, resilience, and determination.
